This article details the Agenda for the Business Meeting of the 60th Australian National Science Fiction Convention (the Natcon in 2021) to take place virtually via Zoom [https://us02web.zoom.us/j/86854506589?pwd=Y01rZmRCcWJ5WWNvOCtiUzl1aHA4Zz09] at 4pm Canberra time (AEDT), Saturday, 16th October, 2021.

7. Ditmars Discussion and Motions

a. A discussion on what changes may be needed to the Ditmars and updates to the Ditmar Rules.
  • Changes mooted as being necessary in the light of the recent cancellations of Natcon, declines in turnout, and evolution of Australian SF.
  • Proposals include reworking the motions on notice to make them permanent changes.
  • Broaden the voting pool as defined by rule 6.2 of the Ditmar rules.
  • Broaden the nomination pool as defined by rule 4.1 of the Ditmar rules.

That the following clause be appended to 6.2 of the Ditmar rules:
In the event that a NatCon is cancelled, those who had been eligible to vote before the cancellation will retain eligibility even if their memberships are refunded.
Proposed: Conflux Committee
Discussion:
This is intended to ensure that there will still be a pool of eligible voters.

That the following clause be appended to 6.2 of the Ditmar rules:
In the event that the current or previous NatCon is cancelled, voting eligibility will extend to include members of the most recently held (non-cancelled) NatCon prior to the cancellation..

This is an supplementary way of ensuring a viable pool of voters.

That the following clause be appended to 6.2 of the Ditmar rules:
In the event that the current NatCon is cancelled, voting eligibility will extend to all those who would be entitled to nominate.

This is an alternative way of ensuring a viable pool of voters that also broadens the pool.

That in 4.1 of the Ditmar rules, the text "or of the year prior to the award" be appended after the word "award", so that it reads:
4.1 Eligible nominators and voters: Nominations will be accepted only from natural persons active in fandom, or from full or supporting members of the national convention of the year of the award or of the year prior to the award. Where a nominator may not be known to the Awards subcommittee, the nominator should provide the name of someone known to the subcommittee who can vouch for the nominator’s eligibility.

Discussion:
In practice, membership of the previous NatCon has been considered sufficient for nomination, this proposal solidifies this so that those entitled to vote under 6.2 are also entitled to nominate.
